They also redoubled their efforts cataloging the DNA their hospitals had been collecting from patients and newborns. The Regulators saved a good deal of money on Law Enforcement by doing this.
You don't need a Detective when you have a DNA bank and mobile and debit trackers. All you need is a hired gun and a nurse with a syringe once the combatant is traced.
Since it was crazy to even try to steal from the Regulators, they found it was much cheaper to give a criminal medicine and a bed, than to try to control large groups of angry inmates.

The theory of Evolution is a spectacularly beautiful linear idea. A linear idea just continues forever in one direction theoretically to infinity. It is because of the current theory of Evolution that Eugenics keeps raising it's lovely head among the intelligentsia. The idea of certain individuals being more capable of ruling others which justifys a stronger central government is just wrong. It allows for particular groups to buy their way in to control.
So I have sympathy for the people who don't believe in Evolution.

The Regulators thought they were so smart and logical, but as it was turning out, the new paradigm was the same as the old, because the linear thinking was the same.
Since time began there was always one group that believed they were smarter and should run the lives of the rest while getting them to foot their bill.

Sally and her friends wanted to find a New World of color, and light, and truth, and no expectations, and they wanted to be their own Lords with what ever Higher Power they chose.
The Regulators didn't trust anyone to choose a Higher Power, and choice was taken away in Regulator Land. Now everybody's New Year was the same arbitrary date, once the Regulators realized the new Year of January 1st was based on Christ AD.
